Wuhong Li

Wuhong Li is an award-winning technology leader, startup founder, and healthcare innovator with more than 20 years of experience taking complex digital health platforms from zero to one. He currently serves as the Chief Technology Officer at Radence, an RA Capital-backed venture focused on early disease detection, and precision medicine.

Over his career, Wuhong has co-founded and scaled multiple venture-backed digital health companies. In 2018, he co-founded Aspen RxHealth, raising over $32 million in funding from BVP and Flare Capital to launch the industry's first pharmacist-patient MTM and clinical service marketplace. As CTO and CISO, he led teams in software engineering, cloud infrastructure, IT operations, project management, and security compliance—achieving the prestigious HITRUST r2 certification in healthcare. Prior to that, he co-founded VUCA Health (acquired in 2021 by Lumistry), building the world's largest library of medication education video solutions serving thousands of pharmacies nationwide.

His early technical career includes creating Clinical Pharmacology™—the industry's first database-driven online drug information and clinical decision support platform (acquired by Elsevier) —and scaling to thousands of hospitals, chain pharmacies, PBMs, academic institutions, EHR, and digital health systems across the US.

Recognized as one of the Top 25 Entrepreneurs of Tampa for 2024, Wuhong holds Master of Science degrees from the University of Florida and the University of Southern Mississippi.

  • At Radence, led software and AI engineering to launch its operating substrate and digital patient journey of a modern precision-medicine practice including a member portal and proprietary data repository to power AI capabilities across operations and clinical services.

  • At Aspen RxHealth, led the 0-to-1 engineering of its pharmacist-patient marketplace and Medication Therapy Management (MTM) solution including a proprietary clinical decision support (CDS) engine, a Mobile App and operation web portal with enterprise data management and BI capabilities.

  • At VUCA Health, led MedsOnCue®'s product design, architecture, development, and integration with Pharmacy Management System (PMS) partners. MedsOnCue® includes integrated CDS databases, streaming video accessed via QR code on prescription vials, API web services, and its end-to-end video production, publishing & streaming systems.

  • At Avatar Solutions, led the engineering of its flagship Targeted Survey® patient experience analytic platform, first-to-market HCAHPS Diagnostic® application, digital rounding tools, and online CAHPS survey solutions.

  • At Elsevier, led the development and deployment of eMPOWERx™, a point-of-care ePrescribing mobile app for 3000+ Medicaid doctors, which won the prestigious Enabling Technology Award at the global HIMSS 2005 annual conference.

  • At Gold Standard, as the solo developer during its startup, created Clinical Pharmacology™, the drug information industry's first database-driven Internet product with real-time editorial systems, then oversaw its scaling and adoption across thousands of hospitals, chain pharmacies, health systems, PBMs, academic institutions, digital health and EHR systems.

Project & Product Management

  • Over 20 years of experience in product design, MVP/GTM, and project management across all aspects of healthcare environments including health systems, pharmacies, health plans, medical practices, and digital health applications for patients and providers.

  • HITRUST r2 Certification - Managed Aspen RxHealth's information security and certification program, while rapidly deploying its startup infrastructure and iterating GTM products. Navigated through the challenges of COVID pandemic and the evolving remote work-from-home environment to achieve the prestigious HITRUST r2 certification in 2023, the gold standard of information security management in healthcare.

  • My MS Health - At Avatar Solutions, managed the multi-year co-development with Biogen-Idec to implement a web-based Patient-Reported-Outcome (PRO) solution, enabling patients and clinicians the ability to measure the impact of Multiple Sclerosis (MS) on functional parameters over time.

  • Tampa Bay RHIO - At Gold Standard, represented the company in a Tampa Bay area collaborative from 2005 to 2008, to manage its Regional Health Information Organization (RHIO)'s technology infrastructure and deploy its first generation of network data sharing interfaces with HL7 and CCR standards.

  • Katrina Health - In 2005, within 2 weeks of hurricane Katrina, working with ONC, Surescripts, VHA, and NACDS, spearheaded the development of katrinahealth.org and its data integration, rapidly deployed eMPOWERx™ mobile devices to shelters providing secure access to evacuee their medication histories with CDS functionality. The solution was awarded the Laureate Medal from the Computerworld Honor Program in 2006 and later documented by the Markle Foundation for public policy archive and research.

IT Operations

  • At Radence, led EHR (AthenaOne) implementation, system and data integration with testing partners, including advanced imaging (PACS) and specialty labs, to stand up its longevity and precision medicine practice with distributed offices.

  • Built three startups, Radence, VUCA Health and Aspen RxHealth, from the ground up as virtual companies with cloud native IT infrastructure leveraging AWS and SaaS solutions, and managed all aspects of core infrastructure, back-office IT operations, cloud administrators, and DevOps teams.

  • Extensive experience with core IT infrastructure: network, telecommunications, cloud computing, databases, DevOps, and information security.

  • Built, managed and scaled world-class engineering teams from scratch including software engineering, AI engineering, cloud infrastructure & DevOps, data engineering, QA testing, IT back-office operations, project management, and product management.

Infosec, HIPAA and HITRUST

  • Served as the company's Security Officer at Avatar Solutions, VUCA Health, Aspen RxHealth and Radence.
