Wuhong Li

Wuhong has been a software engineer, IT architect, innovator in healthtech, and has over 15 years of experience as a Vice President of Technology and Chief Technology Officer.

He was instrumental in the creation and scaling of the Clinical Pharmacology™, the flagship drug information & clinical decision support system at Gold Standard, and led its successful acquisition and integration by Elsevier, a global leader in healthcare information and analytics.

At Avatar Solutions (now part of Press Ganey), Wuhong led the successful digital transformation of its patient experience solutions, serving the nation's leading healthcare systems including Mayo Clinic, Kaiser, and Dignity Health.

Wuhong co-founded VUCA Health, which was acquired by Digital Pharmacist (now part of Lumistry) in 2021. He led all aspects of technology and development of its MedsOnCue® suite of products, offering the largest library of medication videos and streaming services serving thousands of pharmacies and integrating with enterprise partners including CVS, QS/1, Humana, Outcomes, and GetwellNetwork.

Most recently in 2018, raising funds from Flare Capital and BVP, Wuhong co-founded Aspen RxHealth, which pioneered the first tech-enabled pharmacist clinical service B2B2C marketplace connecting with patients for MTM consultations. In his capacity as CTO, he led teams in software engineering, cloud infrastructure, data engineering, IT operations, and project management. Additionally, Wuhong served as Aspen's Chief Security Officer leading its infosec and HTRUST r2 certification programs.

  • At Aspen RxHealth, led the 0-to-1 engineering of its pharmacist-patient marketplace and Medication Therapy Management (MTM) solution including a proprietary clinical decision support (CDS) engine, a Mobile App and operation web portal with enterprise data management and BI capabilities.

  • At VUCA Health, led MedsOnCue®'s product design, architecture, development, and integration with Pharmacy Management System (PMS) partners. MedsOnCue® includes integrated CDS databases, streaming video accessed via QR code on prescription vials, API web services, and its end-to-end video production, publishing & streaming systems.

  • At Avatar Solutions, led the engineering of its flagship Targeted Survey® patient experience analytic platform, first-to-market HCAHPS Diagnostic® application, digital rounding tools, and online CAHPS survey solutions.

  • At Elsevier, led the development and deployment of eMPOWERx™, a point-of-care ePrescribing mobile app for 3000+ Medicaid doctors, which won the prestigious Enabling Technology Award at the global HIMSS 2005 annual conference.

  • At Gold Standard, as the solo developer during its startup, created Clinical Pharmacology™, the drug information industry's first database-driven Internet product with real-time editorial systems, then oversaw its scaling and adoption across thousands of hospitals, chain pharmacies, health systems, PBMs, academic institutions, digital health and EHR systems.

  • At Aspen RxHealth, managed its Project Management teams including Project Managers, Business Analysts, System Analysts, and Implementation managers. Also implemented Agile development as well as hybrid processes tailored to optimize each product development projects and strategic initiatives.

  • Over 20 years of experience in product design, MVP/GTM, and management across all aspects of healthcare informatics and system environments including health systems, pharmacies, health plans, and digital health applications for patients and providers.

  • HITRUST r2 Certification - Running Aspen RxHealth's information security program, while managing its rapid iterations of product development and infrastructure deployment efforts as a digital health startup company, navigated through the challenges of COVID pandemic and the evolving remote work-from-home environment to attain the prestigious HITRUST r2 certification in 2023, the gold standard of information security management in healthcare.

  • My MS Health - From 2009 to 2011, managed the collaboration initiative and co-development effort by EPI-Q and Avatar Solutions sponsored by Biogen-Idec to implement the web-based Patient-Reported-Outcome (PRO) solution, which enabled patients and clinicians the opportunity to measure the impact of MS on functional parameters over time.

  • Tampa Bay(TB) RHIO - Representing Gold Standard in a collaborative organized in Tampa Bay by regional stakeholders and solution providers from 2005 to 2008, Wuhong managed the RHIO's technology and deployed the first generation of the TB RHIO network implementing data sharing interface with HL7 and CCR standards.

  • Katrina Health - In 2005, within 3 weeks of hurricane Katrina, working with ONC, Surescripts, VHA, and NACDS, I spearheaded the rapid development of katrinahealth.org and its data integration to deploy eMPOWERx™ mobile devices to shelters providing secure access to evacuee their medication histories with CDS functionality. The solution was awarded the Laureate Medal from the Computerworld Honor Program in 2006 and documented by the Markle Foundation for public policy archive and research.

IT Operations
  • Built two startups, VUCA Health and Aspen RxHealth, from the ground up as virtual companies with cloud native IT infrastructure leveraging AWS and SaaS solutions, and managed all aspects of core infrastructure, back-office IT operations, cloud administrators, and DevOps teams.

  • At Gold Standard and Avatar Solutions, managed both on-prem and co-located IT infrastructure and supervised IT administration teams.

  • Led Aspen RxHealth’s information security management program and attained HITRUST r2 certification in 2023.

  • Led Avatar Solution's information security management program with URAC certification.
